See if I can explain this, I turned right out of habit on the roundabout as I went by the underground car park but that is now only for access and is no entry. I rejoined the road and turned right to go by the market stalls on my right and parked alongside the high 'sea wall'. The cost was €3.45 for probably less than 3 hours.

Yes, the cost is 1.50€ per hour now. Free parking after 8am and before 9pm is almost non-existent in Torrevieja at this time of year.
