Hi tictac..This forum is used by many people in different areas. I am sure someone can help you but it would help if they knew the area you are interested in. Most banks in towns have English speaking staff...well most do...

Assuming that you are non resident, would suggest using Wise

Set you up with a Euro account in Belgium, Overseen by the Bank of Belgium. You can have direct debits etc setup to pay your bills. I did this a couple of years ago and saved nearly €300 in the first year. Have used their customer support, and the call back was within a couple of minutes.
I gave up with the Spanish Banks and their rip off charges, got to the stage were I was getting the impression that every time I passed wind, that they were charging me.

TicTac1 is a Resident so needs a Bank in Spain. Christine as you are in Torrevieja and German speaking would you consider Deutsche Bank. Santander on Vista Alegre across from the Port entrance and round the corner in Calle Chapaprieta (which still has the old Banco Popular name over the door) have some English speaking staff.
