January 6 United States Congress Joint Session Certification of the Electoral College Votes of the States

As: Joint Session (The parliamentary difference between a joint session and a joint meeting has evolved
over time. In recent years the distinctions have become clearer: a joint session is more
formal, and occurs upon the adoption of a concurrent resolution; a joint meeting occurs
when each body adopts a unanimous consent agreement to recess to meet with the other
legislative body.)
Presiding Officer: President of The Senate (The Current Vice President of The United States) as per Article II Section 1 Clause 3 of US Constitution or President pro tempore of the United States Senate ( A Senator voted to serve in place of the President of the Senate when they are not available or post is vacant) It is only time I can find that The President of Senate is Presiding Officer in the US House Of Representatives and is referred by their formal Gender Title (Mister/Madam President)

Each State of the United States Electoral College Votes Count is determined by How many US House of Representatives members have plus 2 Senators with a Minimum of 3 Electoral College Votes (1 US House Member and 2 Senators). The number of US House of Representative a State is redetermined every 10 years after the previously required census.

The 23th Amendment gave The District of Columbia (Washington DC (District of Columbia)) 3 Electoral College Votes although it is not a state.

Max total Electoral College Votes current is 538 (435 US House of Representatives + 100 Senators + 3 Washington DC) and a majority is 270

Two States have one Congressional district of total Electoral College Votes separate they are Maine and Nebraska and it not uncommon for one Candidate to the majority of the states Electoral College Votes yet the other Candidate to win the separate lone Congressional District.

How are Electoral College Votes announced and counted: The Speaker of the House and President of the Senate appoints 2 of their members (one from each party) (2 Senators 2 US House Members) as Tellers

Once the President of Senate is ready they will Gavel in the Session in Order and make the following speech:
"THE HOUSE WILL COME TO ORDER. MR. SPEAKER, AND MEMBERS OF CONGRESS, PURSUANT TO THE CONSTITUTION AND LAWS OF THE UNITED STATES, THE SENATE AND HOUSE OF REPRESENTATIVES ARE MEETING IN JOINT SESSION TO VERIFY THE CERTIFICATES AND COUNT THE VOTES OF THE ELECTORS OF THE SEVERAL STATES FOR PRESIDENT AND VICE PRESIDENT OF THE UNITED STATES. AFTER ASCERTAINMENT HAS BEEN HAD THAT THE CERTIFICATES ARE AUTHENTIC AND CORRECT IN FORM, THE TELLERS WILL COUNT AND MAKE A LIST OF THE VOTES CAST BY THE ELECTORS OF THE SEVERAL STATES. THE TELLERS ON THE PART OF THE TWO HOUSES WILL TAKE THEIR PLACES AT THE CLERK'S DESK. WITHOUT OBJECTION, THE TELLERS WILL DISPENSE WITH READING FORMAL PORTIONS OF THE CERTIFICATES AFTER ASCERTAINING THAT THE CERTIFICATES ARE REGULAR IN FORM AND AUTHENTIC, THE TELLERS WILL ANNOUNCE THE VOTES CAST BY THE ELECTORS FOR EACH STATE BEGINNING WITH ALABAMA."

The President of The Senate will hand one of the tellers starting with Alabama their Electoral College Vote Package goes to the center Clerk lecture and Say the following: "(MISTER/MADAM) PRESIDENT, THE CERTIFICATE OF THE ELECTORAL VOTE OF THE STATE OF ALABAMA SEEMS TO BE REGULAR IN FORM AND AUTHENTIC AND IT APPEARS THEREFROM THAT Name OF THE STATE OF Name RECEIVED # VOTES FOR PRESIDENT AND Name OF THE STATE OF Name RECEIVED # VOTES FOR VICE PRESIDENT."

This will procedure will continue will in a rotation of the tellers starting with the first Senator teller then first House Teller then Second Senator Teller then Second House Teller then back to First Senator Teller and so on with the States being called in Alphabetic order. A teller may be skipped or read two in a row usually because The President of Senate is giving the Teller the privilege of reading the Teller's Home State Electoral Vote Count.

Once the final state is read the President of the State declares:
"MEMBERS OF CONGRESS, THE CERTIFICATES HAVING BEEN READ, THE TELLERS WILL ASCERTAIN AND DELIVER THE RESULT TO THE PRESIDENT OF THE SENATE."

The Tellers respond:
"THE UNDERSIGNED ______ AND ________, TELLERS ON THE PART OF THE SENATE, AND ________ AND ______, TELLERS ON THE PART OF THE HOUSE OF REPRESENTATIVES REPORT THE FOLLOWING AS THE RESULT OF THE ASCERTAINMENT AND COUNTING OF THE ELECTORAL VOTE FOR PRESIDENT AND VICE PRESIDENT OF THE UNITED STATES. FOR THE TERM BEGINNING ON THE 20TH DAY OF JANUARY, ___."

The President of The Senate Responds:"

"THE STATE OF THE VOTE FOR THE PRESIDENT OF THE UNITED STATES AS DELIVERED TO THE PRESIDENT OF THE SENATE IS AS FOLLOWS. THE WHOLE NUMBER OF THE ELECTORS APPOINTED TO VOTE FOR PRESIDENT OF THE UNITED STATES IS 538. WITHIN THAT WHOLE NUMBER, THE MAJORITY IS 270. THE VOTES FOR PRESIDENT OF THE UNITED STATES ARE AS FOLLOWS. ______ OF THE STATE OF _____ HAS RECEIVED _____ VOTES. ______ OF THE STATE OF _____ HAS RECEIVED ___ VOTES. THE WHOLE NUMBER OF ELECTORS APPOINTED TO VOTE FOR VICE PRESIDENT OF THE UNITED STATES IS 538. WITHIN THAT WHOLE NUMBER, A MAJORITY IS 270. Should there been any objection to any lectoral Vote Counts it would in the past require in writing an objection an Senator and an US House Member to cosign which would stop the counting at that point The Senate would return back to their chamber debate, vote and return as would the US House. After the 2020 J6 riot the law was changed to 1/5 of Senators (20) and 1/5 US House Members (87) in writing to object.

Well, you see it would take charts and graphs to explain why.

Uh 1) he was never convicted as a rapist civil or criminal only civil sexual assault, 2) we know he has cheated on his wives since the President is not a vote for a Pope or a mortal clause position we don't care. 3) All pending federal court cases have been offically dropped as per DOJ policy. State of GA case is AG limbo and likely will be dropped and State of the NY cases(civil fraud and criminal cases) will be overturned on appeal.

The Second Trump Term is going to be term where all the rats are going to be running for cover but going to be found.
