You are correct, the EU member state would still remain in the their respective timezones of WET, CET, EET or AZOT in the case of the Azores. Just looking at the latest reporting out of the EU, and seems that whilst Sanchez has faced no formal opposition to his proposal, he has also not gained no formal support.
The EU directive on daylight saving time expires in 2026, on no specific date, so these discussions within the EU have the potential to drag on for months. The only options seem to be renew the directive, or replace with something that allows countries to choose whether they want to choose permanent winter or summer time. Probably if it gets all too difficult between the EU countries the current directive will get renewed for x number of years.
