Emergency landing of a Ryanair flight from Bristol

According to Informacion there was an emergency landing of a Ryanair flight from Bristol at El Altet yesterday. There was a problem with the brakes and the pilot put the emergency protocol into operation. . What intrigues me is they said the firebrigade used fans to cool the brakes. Has the plane to land first and then they blow the fans on the brakes or have they to speed alongside the plane blowing the fans on the brakes.

They have to cool the brakes after landing in case of fire normally the cooling is automatic
