I have looked at the Town Hall site and I can't find any mention of the new address nor have they updated their website.

I've emailed the Office for International Residents
Bee and asked whether the article is correct. As you say, no mention on the Town Hall site, and I have checked the official Torrevieja Residentes Internacionales Facebook page - again no mention.
