Brussels is taking a hard line over tolls. Article refers to dual carriageway, I'm assuming that they mean motorways.

They refer to secondary roads so they may mean dual carriageways, these are the AP (Autopista) routes like the AP7 that runs through the area, as opposed to the motorways (A routes - Autovia).

This article suggests that the fees will be between 3 and 5 cents per KM and will be charged, as in Portugal, on vehicle number plate recognition on certain points in the journey.

True but the concept remains true and may have to be implemented soon to pay for the road network repairs and emissions reduction.

I was of the understanding that when a company bought the rights to collecrt Tolls they assumed all maintainance costs out of the profits they make

Yes that is true, but, for instance, there are no toll roads north of Alicante until you reach France, (because the contract with the private toll companies´ have expired), the maintenance of the roads is taken out of general taxation. This is at odds with the new EU rules that intimate, road maintenance and pollution reduction should be paid for specifically by some sort of incremental motoring fees-tolls.

Apparently Spain is going to defy Brussels and not impose the tolls according to Murcia Today

Some of the contracts were bought out by the Government as their contracts were due to expire within a couple of years
