An item of five million that, however, disappeared from the public accounts in the 2025 budget, extended to the current year. The drafting of the project was awarded and has been carried out. The section of road between the bypass and Los Balcones suffers daily traffic jams, especially in the direction of Torrevieja and at the roundabout access to the hospital, which are exacerbated in the high tourist season. With only one lane in each direction of travel, it registers a daily average of almost 20,000 vehicles.

The plot subject to transfer to expand the hospital is part of an urban plan that began its processing in 2005 to reclassify rustic land to developable, land that appears in the planning from that moment with acquired rights and that could not be affected by the construction of a new desalination plantas the mayor has been assuring for months.

Location and desalination plant

The land is located to the east of the Hospital car park, an area in which a new road access to the health centre will be opened, at the height of the Torremiguel Irrigation Community road. Between that point and the desalination plant there are another 25,000 metres of green areas. The second desalination plant for the generation of water resources for irrigators due to the cut in the transfer proposed by theMinistry for Ecological Transition,in the event that it "fits" in the resulting space, it could compromise other extensions of the health center, but not the one now proposed by the City Council, only subject to the approval of the urban plan.

On this occasion, the promoters of the La Ceñuela sector will not give carte blanche to the transfer "on account" of the future approval of the Administration to their urbanization project on 399,354 square meters.

When the modification of the General Plan and the approval of the reparcelling project, which is being processed in parallel as allowed by Valencian urban planning legislation, are an administrative reality, the transfer of the 11,400 square metres of the plot that will be used to build the extension of the hospital will be formalised and the project to widen the CV-95 road will be carried out.

That plot of land for endowment use is planned in that location, without being affected by the cut it suffered by the Pativel, since 2006. It was even proposed as the site of the ill-fated - and now forgotten - Microsoft Global Center for Healthcare Innovation announced in 2010 by the then president of the Generalitat Francisco Campsand the mayor Pedro Hernández-.

Nothing on account

The owners of the land, who are also promoters of the sector, do not want to stumble twice on the same stone: in 2003 they contributed to the City Council - which ceded them to the Generalitat - the 100,000 square meters of public equipment land where the University Hospital of Torrevieja was built (inaugurated in 2006), on account of the processing of this same urban plan and the reclassification of more than 700,000 square meters of non-developable land that would become developable. They also had to unfold the CV-95. The final approval of this plan is still awaited two decades later.

When the plan was practically approved in 2015, the Council of the Botànic Itparalyzed and decided in 2018 to protect green infrastructures of the Valencian coast through the Pativel as a corridor between the Torrevieja lagoon and Cala Ferrís, which affected approximately 70% of the planning of the La Ceñuela sector. The promoters decided to readapt their proposal to the Pativel and, with an adapted and somewhat smaller version, it was presented to the City Council, which will be debated in the plenary session this Monday.

A ruling in favour of the developers after the legal process they have maintained against the Generalitatfor the Pativel has given them back the possibility that, again, the entire area can be developed now.

I wonder where the infrastructure is going to come from to support another 1300 houses. Or has Torrevieja some unknown resource for water, sewage and household rubbish disposal especially as the N332 still hasn't had an upgrade where all this new traffic is going to join it.
