You can now no longer drive a vehicle with an expired ITV certificate to an ITV testing centre even if you have an appointment booked. Does not actually say when the rule changed, but is apparently catching drivers out.

It has never been legal to drive a vehicle with an expired ITV on public roads in Spain

You are correct Fred, and this announcement from DGT confirms that, but also suggests that officers in the past have been lenient on applying the law if a vehicle with an expired ITV is being driven to a pre-booked appointment at a test centre.freddo wrote: 28 Nov 2025 08:40 It has never been legal to drive a vehicle with an expired ITV on public roads in Spain
I would imagine there will be second home owners who's ITV on their vehicle expires whilst they are out of the country, and would normally take it to a test centre on their return to Spain under the 'i've got an appointment booked', but will now need to ensure that they either get their vehicle tested before they leave Spain or get someone to do it on their behalf before the ITV expires.
