Reading that article it begs the questions, which car parks are currently legal and which ones are not ?

Whilst I can understand due to the size of the problem why it could take a year for the Council to put the necessary protocols in place to regulate the car parks, in the meantime some cars will be parked unknowingly by their owners in illegal car parks that probably voids the owner's insurance during that time, and doubtful that the car park operators insurance (if they have any) will be valid if they do not have a valid licence to operate from the Council.

Wonder how many of the car parking companies trading off the back of being established and operating for 10, 20 years at Alicante Airport are legal ?

I don't think they were ever required to have permission from the Council. I read the same article last year that they were all going to be required to apply for Council permission so I don't see it being sorted any time soon. Some of them were moved to different locations when the land beside the N332 where the Filling Station was, was acquired for the new road layout.

The first illegal vehicle storage lot in Torrellano has been shut down, and the City Council announces more closures

The Elche City Council has closed the first illegal vehicle storage lot operating without a license in the district of Torrellano. After weeks of intense activity regarding these spaces, including neighborhood complaints and the approval of the process to amend the General Urban Development Plan (PGOU) to regulate these lots, Mayor Pablo Ruz announced that following this closure, "more closures are expected in the coming weeks."

The closed lot covered an area of 20,000 square meters. Inspections were carried out by the Local Police and municipal technical services, resulting in the issuance of official reports, official requests, and notifications. A prior hearing was held, followed by the presentation of arguments, which were subsequently rejected. The closure order was issued, and the interested party filed an appeal, which was also rejected. A total of six officers participated in this operation, and currently, approximately 500 vehicles remain inside the facility. According to Ruz, the owners will be able to retrieve their vehicles, and each removal will be carried out under the guidance of the Local Police to ensure compliance with the closure order.

The City Council has reported that, regarding the upcoming closure of more open fields, there are currently two other cases at an advanced stage that have already passed the public hearing phase and are in the resolution phase. More than 110 similar sites have already been identified, and the Local Police, along with municipal engineers, have carried out approximately 81 inspections. “All of them present some type of administrative irregularity, although they are not all in the same legal situation, and they now have a period of three months to submit projects, safety measures, and the rest of the required documentation,” the mayor commented.

Around 30 facilities have provisional licenses granted in 2005 that are currently under review, as many have expanded their area or changed their business activities. For example, there are records of land being rented for €25,000.

Unfortunate for those leaving their cars there. It will take ages to clear all the cars as I am sure people may not be due back for a year in some cases.
