I am sure Michael O'Leary has called for a similar limit in the past because of drunken behaviour onboard, but with this renewed appeal he is now suggesting that it is a mix of alcohol with "powder and tablets" that is causing the violent confrontations on Ryanair planes.
I cannot see how such a drink limit could be policed within an airport. Alcohol not served on certain routes may be an option, although with that you punish the majority of well behaved passengers for the few that might perhaps cause in-flight problems.

I'm sure that he would find a way to charge to prove that you had only two drinks. But as you say, there's no way to police something like that.
