This school bullying seems to have reached epidemic proportions and it's not just in Spain. Unfortunately it has tragic outcomes for the victims. They are left with the consequences while the bullies don't seem to be challenged by schools or law enforcement. There doesn't seem to be any uniform training on how to tackle the issue.
