I assume that there are accounting/tax reasons why bars/restaurants have chosen to add a covid supplement as opposed to increases the prices of drinks/food.
I guess another possible dimension in not increasing drink/food prices to compensate for covid operating costs is that they still remain competitive with other hostelries when comparing price lists.
Assuming that bars/restuarants are not trying to profit from covid through this supplement, would a customer mind whether it is shown as a separate item on a bill or included within the increased price of food/drinks ?
Being transparent with the covid supplement shown separately on a bill is being honest, but there is always a risk that a customer will then question the amount applied as a supplement.

There was an article on it in Informacion. As you can see it started from Twitter. FaCUA the consumer association says it's illegal and not to pay it. Seems a bit like shooting yourself in the foot to charge it in the first place.

I have just checked the Twitter account of the individual https://twitter.com/Rui_MeirelesFCP who posted the receipt and he has tweeted that it was in a restaurant on the Canary Islands. He has also linked to this article covering his tweet.

I think the comment by a hospitality worker at the end is quite telling, that hygiene measures for covid are those that basically should already have been in place pre-covid, but are required to be more scrupulous now.
